Rajya Sabha’s powers and status are unequal to Lok Sabha’s in:

  1. A Money Bill can be introduced only in the Lok Sabha.
  2. Rajya Sabha cannot amend or reject a Money Bill; must return within 14 days.
  3. The Lok Sabha can accept or reject Rajya Sabha’s recommendations on a Money Bill.
  4. A financial bill (not solely Article 110 matters) can be introduced only in the Lok Sabha.
  5. The Speaker of Lok Sabha has the final power to decide if a bill is a Money Bill.
  6. The Speaker of Lok Sabha presides over joint sittings.
  7. The Lok Sabha with greater number usually wins in joint sittings.
  8. Rajya Sabha can only discuss the budget but cannot vote on demands for grants.
  9. A resolution for discontinuance of national emergency can be passed only by the Lok Sabha.
  10. Rajya Sabha cannot remove the council of ministers by a no-confidence motion.
