287. What provisions do not cause a bill to be deemed a money bill

A bill is not deemed a money bill merely because it provides for:

1. Imposition of fines or other pecuniary penalties.
2. Demand or payment of fees for licenses or services.
3. Imposition, abolition, remission, alteration, or regulation of any tax by a local authority for local purposes.
