The Constitution makes two provisions:

1. Each state is allotted seats such that the ratio between the number of seats and its population is the same for all states (not applicable to states with population less than six million).
2. Each state is divided into territorial constituencies such that the ratio between the population of each constituency and the number of seats allotted is the same throughout the state.
