The right is subject to restrictions:

  1. Must raise a definite, factual, urgent, and public importance matter.
  2. Should not cover more than one matter.
  3. Restricted to a specific, recent occurrence, not general terms.
  4. Should not raise a question of privilege.
  5. Should not revive discussion on a matter already discussed in the same session.
  6. Should not deal with matters under adjudication by court.
  7. Should not raise questions that can be raised on a distinct motion.
