The President is authorized to provide for special responsibilities for:
- Establishment of separate development boards for Vidarbha, Marathwada, and the rest of Maharashtra, and for Saurashtra, Kutch, and the rest of Gujarat.
- Provision for a report on these boards to be placed annually before the State Legislative Assembly.
- Equitable allocation of funds for developmental expenditure in these areas.
- Equitable arrangement providing adequate facilities for technical education, vocational training, and employment opportunities in state services in these areas.
