The executive powers and functions of the Governor are:

  1. All executive actions of the state government are formally taken in his/her name.
  2. Making rules for authentication of orders and instruments.
  3. Making rules for convenient transaction of state government business and allocation among ministers.
  4. Appointing the chief minister and other ministers, who hold office during his/her pleasure.
  5. Appointing the advocate general of a state and determining remuneration.
  6. Appointing the state election commissioner and determining conditions of service/tenure (but removed by President).
  7. Appointing the chairman and members of the state public service commission (but removed by President).
  8. Seeking information from the chief minister on state administration and legislative proposals.
  9. Requiring the chief minister to submit matters for Council of Ministers’ consideration that a minister has decided but the council has not.
  10. Recommending the imposition of constitutional emergency in a state to the President.
  11. Acting as the chancellor of universities in the state and appointing vice-chancellors.
