The Council consists of the following members:
- The Governors of the eight member states.
- The Chief Ministers of the eight mem-ber states (or one nominated person if no Council of Ministers).
- Three members nominated by the President of India.
- A Union Minister nominated by the President of India (if deemed necessary).
- A Chairman nominated by the President of India.
- A Vice Chairman nominated by the President of India (if deemed necessary).
