  3. Management fears: Adding litigation workload to staggering arrears.
  4. Legitimation fears: Depleting symbolic/instrumental authority by passing orders executive may bypass/ignore.
  5. Democratic fears: Nurturing democracy or depleting its potential for the future.
  6. Biographic fears: Concern about one’s place in national affairs after superannuation if overdoing litigation.
